Consultation Meeting on the Draft Service-Level Agreement for the Integrated Vehicle and Transport Management Project

On 7 May 2026, the Ministry of Public Works and Transport (MPWT) held a consultation meeting on the draft Service-Level Agreement (SLA) between the Ministry and Lao Smart Transformation Data and Technologies Company Limited (the Concessionaire) for the Integrated Vehicle and Transport Management Project. The session sought alignment on the project's revenue sources, which intersect with the mandates of MPWT, the Ministry of Public Security, and the Ministry of Finance.
The meeting was chaired by H.E. Lita Khattiya, Deputy Minister of Public Works and Transport, with the participation of the Deputy Minister of Finance, deputy heads of office, deputy heads of the General Police Department, directors general, deputy directors general, division heads, deputy division heads, and technical officers from relevant departments.
Discussions focused on Article 4 (Scope of Work) and Article 10 (Fees and Service Charges). Across stakeholders the draft SLA was broadly supported, with a recommendation to split the revenue streams by sector group so that responsibility for each revenue line is clearly attributable. Participants also asked for several terms to be aligned with the wording used in current legislation.
