On 5 October 2026, at the Crowne Plaza Hotel, a Service Level Agreement (SLA) signing ceremony was officially held between the Department of Transport, Ministry of Public Works and Transport, and Lao Smart Transformation Data and Technology Co., Ltd. (LSTD), under the Integrated Vehicle and Transport Management Project. This important ceremony was attended and witnessed by H.E. Mr. Leklai Sivilay, Minister of Public Works and Transport; Mr. Phot Kongsavath Bounliang, Vice Minister of Public Security; Dr. Mrs. Vilaivone Chanthalathy, Vice President of the Vientiane Capital Administration Committee; Mr. Litta Khatthiya, Vice Minister of Public Works and Transport; Mr. Khamphai Somchanh, President of Khamphai Chanh Group; along with heads of offices and departments, and deputy heads of departments from the three key ministries (Public Works and Transport, Public Security, and Finance), together with invited guests totaling 60 people.
During the ceremony, Mr. Chanthala Phimmachak, Director General of the Department of Transport, Ministry of Public Works and Transport, delivered remarks and reported on the background of the drafting of the Service Level Agreement, highlighting the importance and necessity of upgrading the work of the transport sector. He emphasized that: although the land vehicle registration system has been improved over various periods, many challenges still remain, such as: rejection of vehicle transfer records across provinces, a vehicle registration and license plate linkage system that is still not modernized, causing waiting times of several days, difficulties in collecting cross-border transport data and traffic volume data, the continued absence of a modern central land traffic command center, road toll revenue collection not matching actual figures, still-high traffic accident statistics, as well as issues of disorderly parking and congestion in the city.
To address these issues and to advance the policy of digital government, digital economy, and digital society, the Integrated Vehicle and Transport Management Project has been introduced to connect various systems such as: transport management, traffic, road toll collection, insurance, parking, truck weight control, and international checkpoints. This project is a public-private partnership investment under the DBFO model (Design, Build, Finance, Operate) with a concession period of 20 years (2026–2046), covering 17 provinces and Vientiane Capital. Currently, the project company is installing traffic signal systems, CCTV cameras (E-Police), and speed cameras in Vientiane Capital, and has already completed equipment installation at the Ministry of Public Security's command center. The core system is expected to begin trial operation in the provinces surrounding Vientiane Capital in January 2027, to ensure system reliability before deployment in Vientiane Capital, and to use the infrastructure to support law enforcement.
Implementation involves the three key ministries (Public Works and Transport, Public Security, and Finance). In addition to the concession agreement, a separate Service Level Agreement (SLA) must also be established with each ministry. The draft agreement signed with the Department of Transport on this occasion underwent thorough research by a research committee established under Decision No. 20757/MPWT (dated 3 September 2025), which held research meetings, steering committee meetings, and joint consultations among the three ministries, enabling the drafting of a complete agreement consisting of 17 articles that are concise and easy to understand, clearly defining the scope of work, revenue sources, design, equipment standard certification, and staff training.
During the ceremony, participants also heard an implementation plan report from Mrs. Sengtavanh Khammavong, Director of Lao Smart Transformation Data and Technology Co., Ltd., followed by the Service Level Agreement (SLA) signing ceremony between Mr. Chanthala Phimmachak, Director General of the Department of Transport, and Mrs. Sengtavanh Khammavong, Director of Lao Smart Transformation Data and Technology Co., Ltd., along with the formal exchange of the signed agreement and a commemorative group photo, marking an important milestone in the development of the Lao PDR's transport and traffic system toward modernization and sustainability.
