Lao Government Delegation Visits Hangzhou to Review IVRTMS Technologies and Project Solutions
LSTD organized a study visit to Hangzhou, China (7–8 August 2026), for a 27-member Lao government delegation led by H.E. Mr. Leklai SIVILAY, Minister of Public Works and Transport. The delegation gained first-hand insight into strategic partners Dahua Technology and Anlu International, reviewing the technologies and core systems behind the IVRTMS Project, and also visited Leapmotor and the Hangzhou Urban Planning Exhibition Hall. The full IVRTMS platform is set to launch for trial operation on 1 January 2027, laying a strong foundation for the modernization of Laos' vehicle and road traffic management system.
Delegation led by Minister of Public Works and Transport gains first-hand insight into the technologies and systems supporting the modernization of road traffic and vehicle management in Laos
Hangzhou, China, 8 August 2026 — LSTD organized a study visit to Hangzhou, China, from 7 to 8 August 2026 for representatives of Lao government authorities involved in the Integrated Vehicle and Road Traffic Management System (IVRTMS) Project. The visit provided the delegation with a comprehensive overview of the project's strategic partners, technology solutions, and core systems.
The 27-member delegation was led by H.E. Mr. Leklai SIVILAY, Minister of Public Works and Transport of the Lao PDR. It included representatives from the Ministry of Public Works and Transport, the Ministry of Public Security, the Ministry of Finance, and LSTD's shareholder companies. The delegation arrived in Hangzhou in groups on the evening of 6 August.
Visit to Dahua Technology
On the first day, the delegation visited Dahua Technology, a strategic partner of LSTD, where it was warmly welcomed by Mr. Fu Liquan, Chairman of Dahua Technology, and his team.
During a guided tour of Dahua Technology's exhibition center, the delegation learned about the company's advanced products, technologies, and solutions in the fields of intelligent Internet of Things and traffic management.
The delegation and Dahua Technology's management team subsequently held an in-depth discussion on the development and future planning of traffic management in Laos. Both sides expressed their commitment to working closely together and contributing their respective expertise to support the modernization of the country's traffic management system.
Dahua Technology's solutions team also presented the products proposed for use in the IVRTMS Project and conducted detailed demonstrations of their key functions.
Demonstration of the IVRTMS Core Platform
The second part of the program was arranged by Anlu International, another key partner of the project. Despite the tight schedule, Mr. Liu Quanjun, Chairman of Anlu International, personally led the company's technical, marketing, and delivery teams from Beijing to Hangzhou. The team established a complete demonstration environment in the hotel's conference hall for the delegation.
Anlu International demonstrated the detailed functions of the Integrated Vehicle and Road Traffic Management System developed specifically for the IVRTMS Project in Laos. The platform consists of several integrated subsystems, including:
Vehicle registration and management system
Driver's license management system
Electronic traffic violation and ticketing management system
SMS management system
Mobile policing application system
Public service application system
Tailored to the operational and regulatory requirements of Laos, the IVRTMS platform will serve as the project's core management system and will be deployed at a local data center in the Lao PDR.
Broader Industry and Urban Development Visits
During its stay in Hangzhou, the delegation also visited Leapmotor, a leading electric vehicle manufacturer, and the Hangzhou Urban Planning Exhibition Hall. These visits provided valuable insight into China's experience in urban planning, electric vehicle manufacturing, technological innovation, and sustainable transport development.
Strengthening Confidence in Project Implementation
The visit gave the delegation a more comprehensive understanding of the project's strategic partners, products, technologies, and implementation capabilities. It also strengthened confidence in the successful delivery and operation of the IVRTMS Project.
During the visit, H.E. Minister Leklai SIVILAY emphasized the importance of accelerating system deployment and instructed the project team to work toward launching the full system for trial operation on 1 January 2027. This milestone will establish a solid foundation for the project's subsequent implementation and operational development.
The delegation returned to Laos on 9 August 2026, successfully concluding the visit.
